Cavalry archers aren't as accurate as the samurai archers on foot. What they do have is excellent mobility. You can use them to harass slower moving units, and get away before they have a chance to attack you. Remember when you attack an enemy unit with arrows, and they march towards you, the cavalry will automatically retreat, get in position, and fire at the unit from a safe distance. This will always happen, unless you click on the hold position button. Once they run out of ammo, they should only engage archers and other missile troops who are poor in combat. Against spearmen and swordsmen they will have little chance, unless in greater numbers or with other friendly units.
